Minutes of the Meeting No. 13,

May 31, 2022

Venue: This Multinational Peer Review Board (project Board) meeting was conducted online on the Zoom platform.

The meeting was chaired, and minutes were prepared by Prof. Antoniya Yanakieva. Eight members of the project Board out of nine (quorum was provided) and two associated MPRB members took part in the meeting. In addition, two associate members of the Board (representatives of project partner universities) took part in the meeting (see list above).

The following Board meeting agenda was approved:

1. Approval of the Peer Review Reports and Follow-up Mission Reports.

2. Schedule Follow-up Mission in June, July, and August, online or offsite.

3. Publication for the Journal.

4. Annual conference in Sofia. Suggested dates October 12-14th, 2022. This event will combine the Inauguration ceremony for the PRAMED Association.

5. Assignment of tasks to board members.

6. Various.

 

  1. Approval of the Peer Review Reports and Follow-up Mission Reports.

Prof. Yanakieva has summarized that all peer review missions for twelve universities have been finished, and two follow up missions in Belarus has been conducted.

Peer review reports for Avicenna State Medical University, Tbilisi State Medical University, Karaganda Medical University, BAU International University, Batumi and follow up mission report form International Sakharov Environmental Institute of Belarusian State University has been approved.

 

  1. Schedule Follow-up Mission in June, July and August, online or offsite.

Karaganda State Medical University has planned follow up mission in June (30.06.2022), Tbilisi State Medical University’s follow up mission has been planned in July. Prof. Yanakieva has mentioned that follow up missions should be conducted soon (next 3-4 month), latest utile 10th of September, in order to finish the project for November and then organize annual conference in Sofia. 

Question was about follow up missions should they be online or onsite. Prof. Yanakieva has admitted that KMU and TSMU have confirmed readiness to accept on site follow up missions, onsite missions will be better for financial site of the project. In case if some member of expert group will not be able to travel expert can attend online. Prof. Metreveli has agreed to this suggestion, he has mentioned that whenever it will be possible to conduct missions onsite.

Experts for follow up missions should be from universities as has been written in project description.

Questions was about duration of follow up missions (one or two days). Prof. Yanakieva answered that for follow up missions one day could be enough, explaining her position that there was not sufficient amount of time for universities after first mission to prepare and make changes so during follow up mission university has to give prove and evidence that they meet the recommendations which were given before. Also, Prof. Yanakieva has admitted that during follow up missions in Belarus meetings were held with fewer and more smaller groups (for example there was no meeting with students or stakeholders). Prof. Metreveli has mentioned that it is not mandatory to have only one day for follow up missions, it should be decided by the board itself. Prof. Yanakieva has suggested that if follow up mission will be online it can be conducted in a one day and if meetings will be on site, it can be two days. Board members have agreed to this suggestion.

Prof. Yanakieva has suggested that in universities which are representing one country, if follow up missions will conduct onsite it could last several days - for example one week in Georgia/Kazakhstan/ Tajikistan.

For planning follow up missions in Kazakhstan visa issues have been discussed.

 

  1. Publication for the Journal.

Prof. Sumkas has mention that Journal has been established, registration code from Lithuanian National Library has been taken and certificate of the journal establishment is a prove of successful finishing. According to project plan two issues should have been published (2021 and 2022), due to COVID pandemics delay it has not been published yet. Title for the Journal has been suggested to colleagues and according to suggestions one was chosen. Right know seven articles has been received (from Kaunas, Grodno, Moldova, Georgia). Inauguration of Journal has been planned during Lithuanian National Conference of Public Health at the end of the October.  

Prof. Metreveli has encouraged not only board members to send articles but asked them to inform their collages to send articles for the journal to ‘’feed’’ it and make more and more popular.

Professor Linas has mentioned that journal will be published and partially registered by the publishing group in Lithuanian University of Health Sciences. Professor Levan has mentioned that later publications fee also can be set.

 

  1. Annual conference in Sofia. Suggested dates October 12-14th, 2022. This event will combine the Inauguration ceremony for the PRAMED Association.

Prof. Yanakieva has suggested dates October 12-14th due to ASFER conference Sofia 2020 (European accusations of public health schools), which was postponed due to COVID-19. ASFER conference will be from 14-16th October it would be very nice to combine SPRING and ASFER for one day. Tree days has been suggested in order to held inaugurations ceremony for the association and link this conference to ASFER conference.

 

  1. Assignment of tasks to board members

Prof. Yanakieva has suggested tasks for board members and coordinators from HEI, tried to avoid any conflict of interests:

  • Marina Surmach – Organizing Follow-up Missions in Tajikistan
  • Viktor Riklefs – Co-organizer of the Conference in Sofia, responsible for program and dissemination
  • Egamnazarov Khuseyn - Organizing Follow-up Missions in Georgia
  • Maia Advadze - Co-organizer of the Conference in Sofia, responsible for Georgian universities
  • Arthur Buzdugan – Organizing Follow-up Missions in Kazakhstan
  • Nino Kiladze - Organizing Follow-up Missions in Moldova
  • Evelina Gherghelegiu - Co-organizer of the Conference in Sofia, responsible for Moldavian universities
  • Aleksei Sysa - Co-organizer of the Conference in Sofia, responsible for Belarusian universities
  • Lyazzat Kosherbaeva - Co-organizer of the Conference in Sofia, responsible for Belarusian universities
  • Asoev Jomi, Normatova Makhliyo – only 1 person - Co-organizer of the Conference in Sofia, responsible for Tajikistan universities

6. Various.

Professor Linas has been interested what was the deadline for financial report for LUHS, Prof. Metreveli answered that he will clarify with finance manager of the Project for LUHS.

Salome has asked will we have more board meetings before conference for more clarification in organization of conference, Prof. Yanakieva has answered that definitely will be several board meetings in order to approve follow up missions, arrange conference and etc.

Salome has mentioned that TMA will put the date and month in excel file for follow up mission during this week, after speaking with university authorities.
